試法是施加電壓于試料，并將電壓緩慢上升至規(guī)定值，檢查是否能在一定時(shí)
間內(nèi)承受該電壓值。
This tester is to test the damaged degree of conductor or various
materials of insulator caused by the specified voltage to ensure the
security of usage of insulating material。The testing method is to
input voltage upon specimen and then increase it slowly to the
specified value。Then check whether specimen can withstand that
voltage within a certain time or not。
